Law Enforcement Operations Bureau Commander Major James T. Powers, Jr began his law enforcement career with the Hernando County Sheriff’s Office in 1985. He commands our Law Enforcement Operations Bureau which includes the Patrol Division, Special Operations Division, and Criminal Investigation Division. His previous assignments include Communications, Patrol, Traffic Unit, School Resource Officer, High Liability Training Instructor, Agency Armorer, Community/Personnel Services Sergeant, Information Services Lieutenant, Office of Professional Services Captain, Special Operations Captain, and is currently Commander of the Sheriff's Honor Guard. He is certified as a Florida Crime Prevention Practitioner and holds numerous certificates in high liability law enforcement training. 2011 Command School graduate Saint Leo University.
Captain Cyrus Robinson serves as commander of the Criminal Investigations Division, which includes the Major Case Section, Vice/Narcotics Section, Scientific Investigations Section, Crime Analysis Unit, and Property/Evidence Unit. He has been with the Hernando County Sheriff's Office since April 1989. Prior assignments include Patrol Division Commander, Major Case Section Commander, District 1 Commander, District 2 Administrative Sergeant, Patrol Supervisor, COPPS Unit Supervisor, Assistant SWAT Team Leader, Detective Division and Patrol Deputy. Captain Robinson is a U.S. Navy Veteran, and has earned a Bachelor’s Degree in Criminal Justice Administration from Columbia Southern University.
Captain Harold J. Hutchinson, Jr serves as the Special Operations Commander. Captain Harold J. Hutchinson, Jr. has been with H.C.S.O. since January, 1994. Captain Hutchinson's prior assignments include Commander of both Patrol Districts, as well as the Commander of the Major Crimes Section, School Resource Officer Supervisor, District 2 Administrative Sergeant, SEU Supervisor, COPPS Supervisor, Patrol Sergeant, SWAT, CID and Patrol Deputy. Captain Hutchinson holds an Associate's Degree from Pasco Hernando Community College, and a Bachelor of Science degree from Hodges University.
Captain John Cameron serves as the Patrol Division Commander, which provides service to the citizens of Hernando County through uniformed patrol and general criminal investigations, such as property crimes. Captain Cameron has served with the Hernando County Sheriff’s Office since 1995. Captain Cameron’s prior assignments include District One Commander, Administrative Support Commander, Vice and Narcotics Unit Commander, Watch Commander and Detention Operations Commander. Captain Cameron has also supervised various units within the agency, to include Patrol, Community Policing, Criminal Investigations, School Resource Officers, Traffic Unit, Mounted Unit, and serving as District One Administrative Sergeant. Captain Cameron is a member of the Florida Narcotics Officers’ Association and Florida Gang Investigators Association. He is the Vice President of the Florida Council on Crime and Delinquency Chapter 30. Captain Cameron is a graduate of the Florida Sheriffs Association Commanders Academy.
Director of Forensic Science Kinsey Boylan joined the Hernando County Sheriff’s Office in 2005 as a Forensic Technician I. Since, she has held the positions of Forensic Technician II, Forensic Specialist and was promoted to the Director of Forensic Science in November of 2016. Director Boylan has received her Associate in Science degree in Crime Scene Technology from St. Petersburg College and a Bachelor of Science in Applied Science with a concentration in Criminal Justice from the University of South Florida. In 2006, she gained the status of a court accepted expert in bloodstain pattern analysis. Director Boylan oversees the Forensic Unit, Biometric Unit and Multi-Media Unit. She is an active member of the Florida Division of the International Association for Identification and serves on the Bloodstain Pattern Identification Committee.
