Detention Center Budget Remains Cost-Effective as Outside Inmate Revenue Continues to Offset Taxpayer Cost

The Hernando County Sheriff's Office today highlighted the Fiscal Year 2026-2027 proposed budget for the Hernando County Detention Center, showing that the facility continues to operate efficiently while a growing outside inmate housing program significantly reduces the true cost to local taxpayers. By statute, operation of the Hernando County Detention Center is the responsibility of the Hernando County Board of County Commissioners. The Sheriff has managed the day-to-day operation of the detention center since August 27, 2010, and continues that role today. By the Numbers What the Net Budget Really Shows Looking at the Detention budget line alone tells only part of the story. The Inmate Revenue Fund also supports the day-to-day operation of the detention center, including personnel and operating expenses associated with housing outside inmates. For FY2027, the Inmate Revenue Fund includes $4,846,286 in total expenditures. Of that amount, $1,057,800 is specifically budgeted for facility repair and maintenance projects contained in the detention center's three-year Maintenance & Improvement Plan. Because those are project costs rather than ongoing operating expenses, they are removed from the operating-cost comparison. That leaves $3,788,486 in adjusted Inmate Revenue Fund operating expenditures. When those adjusted expenditures are combined with the General Fund Detention budget, the full operating picture looks like this: That means outside inmate housing and related fee revenue offset roughly 26% of the full operating cost of the detention center, a figure not reflected in the headline General Fund budget number alone. Inmate Revenue Fund: Turning Capacity Into Savings The Inmate Revenue Fund is generated by housing inmates from federal and other county jurisdictions, including the United States Marshals Service and Pasco County. The program makes productive use of available detention capacity while generating revenue that supports the positions necessary to operate the program and helps pay for facility repair and maintenance without relying on local taxpayers. The FY2027 Inmate Revenue Fund includes $3,326,286 in personnel services, supporting detention employees assigned to the outside inmate housing program. Two projects illustrate how this funding can be reinvested into the detention center: Because this program is self-funded through agreements with outside jurisdictions, the revenue it generates helps reduce the true cost of operating the Hernando County Detention Center for local residents while also supporting staffing and facility improvements.
